The Board reviewed the following memo dated 2/1.5/84: <br />TO: The Honorable Members [GATE: February 15, 1984 FILE: <br />of the Board of <br />County Commissioners PROPOSED AMENDMENT TO <br />DIVISION HEAD CONCURRENCE, <br />UBJECT: <br />-- a- <br />Robert M. Keating ICP <br />Planning & Development Director <br />THE R -3A, RETIREMENT <br />DISTRICT, OF THE -ZONING <br />ORDINANCE <br />FROM: R > <br />• Richard Shearer, AICP REFERENCES: Retirement Dist. <br />Chief, Long -Range Planning RICH <br />It is requested that the data herein. presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of'March 14, 1984. <br />DESCRIPTION & CONDITIONS <br />The Planning -Department has prepared a proposed amendment to <br />the R -3A, Retirement District,=of the Zoning Ordinance deleting <br />the requirement for site plan approval by the Planning and <br />Zoning Commission prior to rezoning to.R-3A by -the Board of <br />County Commissioners. The Planning Department -feels this <br />ordinance should be changed for two reasons: <br />1) Rezoning of land should not be conditioned on site <br />plan approval; rezoning should take place first. <br />s <br />2) Since developers must spend considerable amounts of money <br />preparing site plans, site plan preparation should not be <br />required until a proposed rezoning has been resolved. <br />This proposed amendment would not delete the requirement of <br />preparing a site plan but would -instead allow the rezoning to <br />be considered first under its own merits and then provide for <br />the site plan to be considered at the appropriate time. <br />On February 9, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this amendment. <br />RECOMMENDATION <br />Based on the above description and conditions, staff recommends <br />-that the Board of County Commissioners adopt this amendment to <br />the Zoning Ordinance. <br />Richard Shearer, Chief of Long -Range Planning presented <br />staff's recommendation for adoption -of an ordinance amending <br />the Zoning Ordinance. <br />Commissioner Lyons asked if there were any other zoning <br />districts that require site plan approval prior to rezoning. <br />Mr. Shearer reported that he had discussed this with <br />10 <br />MAR 14 1984 BOOL( PACE491 <br />
