3 <br />MAR 21 1994 <br />BACK 56 PWE 4 <br />In our opinion, the combined financial statements referred to above present <br />fairly the financial position of Indian River County, Florida at <br />September 30, 1983, and the results of its operations and changes in <br />inancial position of its Proprietary Fund Types for the year then ended, <br />in conformity with generally accepted accounting principles applied on a <br />basis consistent with that of the preceding year. <br />Our examination was made for the purpose of forming an opinion on the <br />combined financial statements taken as a whole. The financial statements <br />and schedules listed in the table of contents on Pages 62 through 147 are <br />RM presented for purposes of additional analysis and are not a required part <br />of the combined financial statements of Indian River County, Florida. The <br />information has been subjected to the auditing procedures applied in the <br />examination of the combined financial statements and, in our opinion, is <br />fairly stated in all material respects in relation to the combined <br />financial statements taken as a whole. The information listed as <br />statistical information has not been subjected to the auditing procedures <br />applied in the exarsination of the combined financial statements and, <br />accordingly, we express no opinion. <br />Daytona Beach, Florida <br />February 11, 1984 <br />Mr. Moats also wished to commend the Finance Department <br />for this report, noting that it is a major job to organize <br />all this material. He informed the Board that this report <br />will be presented to the Municipal Finance Officer's <br />Association for their review, and it is hoped to obtain a <br />certificate df conformance. There is a major move in <br />counties and cities throughout the United States to get <br />these certificates. When you get into the bond market, for <br />instance, if they see you have a certificate of conformance, <br />that gives them assurance that the county has followed <br />certain governmental guidelines and performed certain <br />procedures, etc., and this could result in obtaining a <br />better.interest rate. <br />Mr. Moat then reviewed pages 24 and 25, the combined <br />balance sheet of all funds, as follows: <br />30 <br />�L J <br />
