Lyons <br />Vic hairman <br />DATE: March 20, 1984 <br />SUBJECT: <br />REFERENCES: <br />sea S6 PMCE497 <br />FILE: <br />When the team from Frizzell Architects met with the Board <br />of County Commissioners two weeks ago, questions concerning <br />staffing levels of the facility were brought up by Commission <br />members. To satisfy these questions I traveled to Tallahassee <br />along with County Administrator Michael Wright and Jail Admini- <br />strator Bill Baird to meet with the Department of Corrections <br />officials. <br />As a result of our conversation and a preliminary review <br />of the plans by the Department of Correction administrators, it <br />was brought to our attention that additional staffing of eight <br />(8) to twelve (12) persons would be necessary to man the jail. <br />This is in addition to the proposed staffing level of fifty- <br />four (54) employees. <br />Believing this would be unacceptable to the Commission, a <br />meeting was held with George Bail of Frizzell Architects. Con- <br />cerns about the apparent increased staffing levels were discussed <br />and the architects were requested to reconsider the design and <br />see if a more staff efficient facility could be built that still <br />would meet our construction budget. <br />As a result of this meeting, I am requesting a joint meet- <br />ing of the Board of County Commissioners and Jail Committee to <br />be held March 29, 1984 at 10:00.a.m. <br />Secondly, I am formally asking the Board of County Commissioners <br />to suspend work on the current jail plan until our differences can <br />be resolved. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Bird, to rescind <br />authorization for Frizzell Architects to <br />proceed with the recently approved Jail <br />design and the next phase of their work. <br />Chairman Scurlock noted that he has withheld signature <br />from any document that would authorize their moving ahead <br />and felt possibly there should be some Motion to direct him. <br />52 <br />r <br />
