He urged the <br />Board to reconsider action taken at the meeting of 2/29/84 <br />when he was not present where the Interlocal Agreement with <br />the City of Vero Beach was approved, which stated that in <br />the event of annexation of South Beach, the City would allow <br />the County to develop Round Island Park in its own manner, <br />and in return for that, the County would send in a <br />referendum consent card on the 90 acres of park property <br />owned by the County. He believed that the public feels that <br />the County by signing the consent form is to a certain <br />extent agreeing with the annexation. <br />Attorney Brandenburg explained the rationale for <br />signing the Interlocal Agreement and agreeing to the <br />consent for a referendum was that the County recognized the <br />City may have the capability of annexing Round Island Park <br />whether we consent or not, and it was hoped this action <br />would protect the County's rights to developing the park. <br />Commissioner Lyons felt that there was another reason <br />why the County had sent the consent card in and that was to <br />show a certain amount of neutrality in the annexation issue. <br />The Commission wanted the people to have the opportunity to <br />decide. <br />Attorney Brandenburg explained that the only way the <br />County can rescind the consent for a referendum is to breach <br />the Interlocal Agreement and he did not recommend that. He <br />asked if the Commission would like to adopt a resolution at <br />the next meeting, which would give certain assurances to <br />South Beach property owners that the Commission intends to <br />fully represent them in all matters in the future, and if <br />they are not annexed, the County Commission intends to go <br />ahead and provide them with water and sewer services to the <br />z best extent possible, etc. He further noted that a <br />resolution could be adopted requesting the City of Vero <br />70 <br />
