He believed that we are <br />going to be receiving more and more requests for paving such <br />roads and would like to see something incorporated into the <br />Subdivision Ordinance that at least addresses this problem. <br />Chairman Scurlock suggested a special assessment <br />program which would not require anything other than County <br />initiation, and he felt that perhaps the Board might want to <br />consider at some point in time a more aggressive plan for <br />assessing and paving roads. <br />Robert Keating, Planning & Development Director, <br />suggested that staff be authorized to spend the necessary <br />resources to research the problem and bring it back to the <br />Board for their consideration. <br />Commissioner Lyons and Wodtke agreed to reword their <br />Motion to read: <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Wodtke, that the <br />Board authorize staff to expend the necessary <br />resources to research the problem and bring a <br />recommendation back to the Board for consideration <br />at a later date. <br />Public Works Director Davis was concerned about the <br />tremendous amount of work involved in on-going projects and <br />recommended that the County hire a right-of-way agent on a <br />full-time basis, which he believed would save the County <br />money in the long run, because there is so much work and <br />time involved in acquiring right-of-way. He pointed out it <br />- is not the actual paving of the road that the developer has <br />a problem with, it is the acquisition of right-of-way from <br />the owners in the area because most of our right-of-way is <br />substandard in width. <br />50 <br />
