APR 4 1984BOOK. 56 PACE 649 <br />event a particular service required by a customer is determined by <br />the Utility Division to have a cost which greatly exceeds the <br />"norm", then such cost of service shall be negotiated between the <br />County and the developer and reduced to a written instrument <br />approved by the customer and the Utility Director. See Appendix <br />"A.n <br />I. Annual Fire Protection Charges <br />These charges are established to defray the cost of pro- <br />viding extra capacity in the water system and maintaining water <br />and fire protection facilities for customers having sprinkler <br />systems, private fire lanes, etc.; they are designed to recover a <br />portion of the availability cost and customer cost. In addition, <br />this cost covers the additional capacity and expense associated <br />with line size and hydrants in the fire district. <br />,. <br />(1) Hydrants. The fire district wherein the water <br />system and hydrants are located shall be assessed the charge set <br />forth in Appendix "A" per hydrant annually. If hydrant is <br />accessible by private entity only, then that entity shall be <br />charged. <br />(2) Fire systems. Each facility with a fire protection <br />system shall be charged annually in accordance with the chart in <br />Appendix "A." <br />SECTION 8 <br />IMPACT FEE, EXPANSION POLICY <br />This section establishes procedures to facilitate the <br />orderly expansion of the County water supply system and wastewater <br />treatment system and provides alternates for funding such expan- <br />sion by those specifically benefiting thereby, by imposing a user <br />charge which is reasonably calculated to offset a portion of the <br />capital cost of the anticipated new demand on the systems. The <br />remaining capital cost shall be recouped through the monthly <br />charges. <br />Indian River County has determined that certain neces- <br />sary improvements will have to be undertaken in order to provide a <br />water supply and wastewater treatment system to meet the needs of <br />a large influx of new residents, industrial and business <br />10- <br />
