APR <br />4 1984BOOK ' WPACE 655' <br />article, the term off-site shall defined as those mains, water <br />transmission lines, sewage collection lines, sewage force mains <br />and/or pumping stations necessary to connect to the developer's <br />property with facilities of the County adequate in size to trans- <br />mit to the developer's property an adequate quantity of water <br />under adequate pressure and/or transmit sewage collected on the <br />developer's property to the treatment plant or disposal site of <br />the County. It is the County's policy to expand its water and <br />sewerage system in an orderly, economical manner and in those <br />cases in which the County would not normally be expanding its <br />system to serve a developer's project at that time and such an <br />extension would require an extraordinary expenditure by the County <br />for transmission facilities and such expenditure does not fall <br />within the "norm" associated with the County's standard impact fee <br />then such developer shall be required to construct or pay the cost <br />of off-site facilities associated with his project. In this <br />event, the County shall negotiate an. agreement with the developer <br />requesting service setting forth the developer's responsibility <br />for off-site facilities and the County's responsibility for <br />requiring such facilities to be oversized to meet future demands. <br />B. Refundable advances. The County may require, in <br />addition to the contribution in aid of construction of off-site <br />facilities herein set forth, a refundable advance by the developer <br />to further temporarily defray the cost of any "off-site" extension <br />of water and/or sewer mains and pumping stations necessary to <br />connect the developer's property with the then terminus of the <br />County's water and sewer facilities. This provision recognizes <br />instances in which a developer may be required to advance funds to <br />construct off-site facilities sized in accordance with the <br />County's Master Plan. All amounts expended by the developer pur- <br />suant to such an agreement over and above the developer's <br />hydraulic share for off-site facilities shall be refunded to <br />developer in accordance with the terms and conditions of a <br />refunding agreement which the County will execute with the <br />developer. County may assume a portion of the material cost of <br />such projects when it deems it to be in the best interest of the <br />
