DOCUMENT TO BE MADE PART OF THE RECORD <br />PROCLAMATION <br />WHEREAS, the Mental Health Association begins its Diamond <br />Anniversary celebration and designates the month of May, 1984 as <br />MENTAL HEALTH MONTH with the theme, "75 Years of Action and <br />Advocacy"; and <br />WHEREAS, Clifford Beers, a former patient, had a vision for <br />a better life for people suffering from a mental illness, and <br />began a.revolution which changed the course of mental health care <br />in America; and <br />WHEREAS, Clifford Beers founded an organization in 1909 that <br />would advocate improved treatment for -patients who were subjected <br />to poor conditions and inhumane treatment in this country's <br />mental institutions; and <br />WHEREAS, Clifford Beers set a standard of achievement, and <br />the Mental Health Association continues to strive toward that <br />goal; and <br />WHEREAS, over the years the organization has played an <br />integral role in improving the conditions of state hospitals, <br />assisting in the creation of the National Institute of Mental <br />Health, and lobbying for legislation establishing the Community <br />Mental Health Centers Act which broadened our system of mental <br />healthcare; and <br />WHEREAS, the Association is active at the national, state <br />and local levels in the area of mandated mental health benefits <br />in insurance coverage, ensuring adequate budgets upon which state <br />mental health departments can operate effectively; and <br />WHEREAS, the Association strives to increase public <br />awareness about mental health and combat's the negative stigmas <br />associated with mental illness; and <br />WHEREAS, the all -volunteer Indian River Chapter presently <br />joins the 650 Mental Health Associations throughout the United <br />States in pursuing the dream of Clifford Beers for mentally ill <br />people and their families, working constantly to maintain and <br />increase funding for mental health services, and educating the <br />public about preventing mental illnesses, and promoting mental <br />well-being. <br />NOW, THEREFORE, BE IT PROCLAIMED by the Board of County <br />Commissioners of Indian River County, Florida that the month of <br />May, 1984 be designated as <br />MENTAL HEALTH MONTH <br />in Indian River Cpunty, Florida, and urges all citizens to <br />recognize the 15,000 volunteer members of the Mental Health <br />Association of Florida for their efforts t& improve the mental <br />health of the citizens of Indian River County. <br />ATTEST: <br />BY L="L, al <br />Freda Wrig , Clerk <br />I APR 18 11994 <br />:i <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />BY <br />1AGE p79 <br />I <br />
