MAY 2 1984? <br />BOOK 56 PAGE 856; _. <br />Chairman Scurlock asked if this would then allow the <br />possibility of an inter -connect and wholesale service from <br />the City. <br />Attorney Brandenburg stated that it leaves open the <br />question of what improvements are necessary to the system <br />under efficient and economical management, which is the <br />question that would be addressed on whether to build a new <br />plant or to tie into the City line. <br />Commissioner Wodtke asked if at the end of paragraph 7, <br />could we not simply put a comma instead of a period and say <br />"if necessary." <br />Attorney Cockley thought he would like to see that <br />added. <br />Attorney Brandenburg preferred his recommended <br />language, and Chairman Scurlock and Commissioner Lyons also <br />preferred the County Attorney's language. <br />Mr. Silverman stated that the language which Attorney r <br />Brandenburg recommended was something that he has not heard <br />before. While he thought that Commissioner Wodtke's suggested <br />language would accomplish the same objective, he preferred <br />the full statement as recommended by Attorney Brandenburg. <br />Commissioner Wodtke felt that whatever language is <br />used, the question of whether they have to build a new <br />facility or not is going to be dependent upon the possibility <br />of something being worked out in conjunction with the City <br />of Vero Beach. He felt that it must be understood that if <br />they do have to build a new facility that it is going to be <br />mandatory for the Board to grant a rate that is sufficient <br />for them to capitalize and to make improvements. He understood <br />the question that the Moorings residents have is whether it <br />is necessary to build an additional plant. <br />M <br />
