Keati g, AaCP <br />Planning & Development Director <br />FROM: RKS ichard Shearer, AICP REFERENCES: <br />Chief, Long -Range Planning <br />PROPOSED MEDICAL <br />DISTRICT AMENDMENT TO <br />THE ZONING ORDINANCE <br />P&Z/Med <br />CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 2, 1984. <br />DESCRIPTION & CONDITIONS <br />The Planning Department has prepared a draft of a proposed <br />amendment to the Zoning Ordinance which would create a PIED, <br />Medical District. The purpose of the Medical District is to <br />implement the Comprehensive Plan policies for --managing the <br />development of the major portions of lands designated as part <br />of a hospital/commercial-node and to provide for compatible <br />land use patterns around the major medical facilities in the <br />County. While other zoning districts might be appropriate for <br />the hospital/commercial nodes, the MED District provides for a <br />commercial/residential/institutional mix of land uses as <br />described in the definition of hospital/commercial nodes in the <br />Comprehensive Plan. <br />On February 9, 1984, the Planning and Zoning Commission held a <br />public hearing on the proposed Medical District. At that time <br />it was determined that the proposed district required more <br />discussion and should be scheduled for a workshop meeting <br />involving the public. On February 22, a workshop was held to <br />discuss the proposed Medical District. Based on input from <br />that workshop, the Planning Department revised the draft of the <br />MED, Medical District. <br />On April 5, 1984, the Planning and Zoning Commission held a <br />public hearing on the revised draft of the Medical District. <br />After the public hearing, the Planning and Zoning Commission <br />voted 3 -to -0 to recommend approval of the PIED, Medical District <br />amendment to the Zoning Ordinance. <br />ALTERNATIVES & ANALYSIS <br />The proposed MED district is in a format similar to the <br />existing zoning districts. One area where the Medical District <br />deviates from most other districts is in permitted uses and <br />special exception uses. While both sets of uses require site <br />plan approval, the MED district has a long list of permitted <br />uses not normally found in the County's other zoning districts. <br />In addition, the MED district lists general criteria to be <br />considered before a special exception use can be granted <br />by the Planning and Zoning Commission. These criteria are in <br />addition to the standards used to review other site plans, and <br />their inclusion is to allow the imposition of appropriate site <br />plan conditions and safeguards to ensure compatible development. <br />73 <br />
