RECObLMENDATION FOR JOINT CITY/COUNTY STUDY OF CABLE TV RATE <br />INCREASE <br />Administrator Wright believed that the proposal made by <br />Thomas Alexander & Associates is self-explanatory. He <br />reported that he met with the City Manager, and the City did <br />accept this proposal last night. <br />Commissioner Lyons raised the question with the County <br />Attorney as to whether we could be considered to be in <br />restraint of trade if, between the County and the City, we <br />completely manage the income of this utility. <br />Administrator Wright noted that what we are looking for <br />is an analysis and a recommendation, and at no point do we <br />say the rates have to be the same. <br />Chairman Scurlock felt the rates should be based on the <br />cost of delivering the service, and that could identify <br />certain areas as being more costly and warrant having a <br />higher rate structure. Administrator Wright agreed that, <br />serving South Beach, for instance, might be more expensive <br />than the south mainland. <br />Attorney Brandenburg stated that he will look at this, <br />but he would recommend the Board approve the joint study. <br />Administrator Wright noted that there will be funding <br />from the franchise fees and basically a 50/50 split. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED <br />by Commissioner Bird, to authorize the joint <br />City/County study of Cable TV rates as set out in the <br />proposal by Thomas Alexander & Associates, Inc. <br />Chairman Scurlock commented that it is not an exact <br />50/50 split, and the Administrator explained that each <br />entity has an additional item they want that is unrelated to <br />the others. <br />MAY 2 1984 BOOK 56 PAGE Ott <br />
