Hamilton REFEREUCES: 1) Resolution <br />Franchise Administr or a) Location Map/ <br />Utility Services Legal Description <br />b) Insurance Certificate <br />DESCRIPTION AND CONDITIONS: <br />Sunshine Travel Resorts, Inc., has made an application to establish <br />a water and wastewater utility franchise for a 300 unit recreational <br />vehicle park to be located north of 92nd Street, east of I-95, south <br />of State Road 512 and west of 108th Avenue (Exhibit "la"). <br />There will not be a rate schedule for this franchise due to water <br />and wastewater service being included in the lot rent. However, <br />applicant will be required to submit annually its gross operating <br />costs. The franchise fee and the renewal and replacement percentages <br />will be based on the gross operating cost of the utility. <br />t <br />ALTERNATIVES AND ANALYSES: <br />This department's compliance engineer has approved the certificate <br />of system sufficiency submitted by applicant's engineer. <br />Applicant will be submitting a proof of insurance certificate <br />shortly which will be in the amount of $1,000,000 per category and <br />co -name Indian River County as an additional insured (Exhibit "lb"). <br />RECOMMENDATION: <br />Staff recommends approval of this franchise application and resolution. <br />Also, staff recommends the Board authorize the Chairman to execute <br />this franchise agreement. <br />MAY 16 <br />Attorney Sam Block, representing the applicant, stated <br />that they concur with the Utility Department's recommenda- <br />tion and will be glad to answer any questions. <br />Chairman Scurlock commented that Mr. Block has been a <br />lead person in trying to get a subregional wastewater system <br />out the SR 60 corridor to avoid a proliferation of package <br />systems and he wished to thank Mr. Block for his cooperation <br />in this effort. <br />� <br />Commissioner Wodtke asked if the proposed Sunshine <br />Travel Resort water and sewer franchise is sized to where it <br />could be expanded, and Mrs. Hamilton reported that our <br />59 <br />1984 BOOK 5 PAGE 59 <br />
