SAVE OUR COAST PROGRAM <br />Attorney Brandenburg reviewed the following memo: <br />TO. Brandenburg, REFERENCES: <br />County Attorney <br />As the Board of County Commissioners is aware, throughout the last <br />several months with the diligent efforts of Commissioner Dick Bird, the <br />Indian River County's North Beach Complex has achieved a very high <br />ranking on the list of potential purchases under the State of Florida <br />"Save Our Coast Program." The State Administration has now provided the <br />funding, sent out requests for proposals for appraisals and have <br />received same for the Project. By the time this memorandum is <br />considered by the Board it is possible that the State will have awarded <br />the contracts for appraising the North Beach Complex parcels. During <br />the last several months Commissioner Bird and I have been observing and <br />urging the administrative process through the State and we have come to <br />the conclusion that it is necessary to have a County representative on <br />top of the situation at all times interacting with those people who need <br />to take each single step along the way. It has also come to our <br />attention that the projects which are successful are those that have <br />such staff members available to consistently and diligently urge our <br />projects through the process. It is not practical and many times it is <br />very awkward to try to accomplish this from Vero Beach by long distance <br />telephone. Furthermore, it is too costly for County representatives to <br />travel to Tallahassee to meet with different representatives in each <br />stage that a project must go through. <br />It is our recommendation that the County retain representatives <br />stationed in Tallahassee to be used on an as -needed basis during the <br />final stages of this effort. The County has worked with this program <br />for a long period of time and has devoted a lot of County resources and <br />man hours which should not be jeopardized by the lack of representation <br />in Tallahassee during the last and most critical stages of obtaining <br />funding for our North Beach Complex. I have contacted Betty Steffins <br />and Bob Nabors who are attorneys with offices in Titusville, Melbourne <br />and Tallahassee who have indicated their willingness to serve in this <br />capacity for our County at the following hourly rates: <br />1. Betty Steffins: $100.00 per hour <br />2. Bob Nabors: $125.00 per hour <br />I have also contacted Casy and David Gluckman who are consultants in <br />Tallahassee and formerly a Division Director of the Department of <br />Natural Resources who have also indicated their willingness to provide <br />these services for the County at the hourly rate of $80.00 per hour. I <br />would recommend that the Board of County Commissioners establish a <br />budget for this project and authorize this office to utilize the <br />services of these individuals on an as -needed basis. There will be <br />those instances in which an attorney would better serve our purposes and <br />those instances in which the Gluckmans can better serve our needs.
