Administrator Wright pointed out that we may need the <br />City's support for the next renourishment which could well <br />be in the County area, and he felt this would be passing the <br />buck. <br />Commissioner Wodtke stressed that the added sand on the <br />beach will be a benefit not only for the abutting property <br />owners but will benefit all as it puts the sand back into <br />the overall system which moves back and forth along the <br />coast. He felt it is the responsibility of everyone in the <br />county to protect these beaches. He then discussed various <br />approaches to funding, including special districts, MSTUs, <br />etc., and stated that he had a problem as a County Commis- <br />sioner telling the City how they should tax people in the <br />City for a special benefit. <br />Administrator Wright stated that he did not want this <br />to be a City/County issue; we all use the beaches. <br />Chairman Scurlock pointed out that the construction in <br />the County has taken place outside the coastal construction <br />setback line. <br />Administrator Wright continued to emphasize that he <br />believed the County should continue with this project, and <br />Commissioner Bird commented that if the City should say they <br />want to take over, he certainly would let them. <br />Attorney Brandenburg noted that one alternative brought <br />up at the meeting was to levy a very low General Fund <br />county -wide tax, that represents the benefit for everyone, <br />and the County could set up a MSTU outside of those west of <br />I-95 for a low tax - the City then would supply the <br />remainder of funding by a low general tax and if they felt <br />it was necessary, some sort of front footage assessment. <br />Chairman Scurlock brought up the question that if, in <br />fact, it is the position of the City Council that they are <br />going to have a referendum, and it takes place and it is <br />ANG <br />L MAY 23 1984 <br />BOOK 57 PAGE 252 <br />
