RESOLUTION NO. 84- 33 <br />RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA REQUESTING THE <br />LEGISLATURE OF THE STATE OF FLORIDA TO REVIEW AND <br />MODIFY THE CRITERIA USED IN RANKING CITIES AND <br />COUNTIES UNDER THE FLORIDA SMALL CITIES COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM <br />WHEREAS the method used by the Department of <br />Community Affairs to rank cities and counties on a statistical <br />basis utilized county -wide statistics; <br />WHEREAS this method places counties such as ours at <br />a tremendous disadvantage to the detriment of those needy <br />residents in Indian River County; and <br />WHEREAS Indian River County contains some very <br />affluent areas with individuals whose income when averaged with <br />other areas produces a statistically deceiving medium income of <br />$23,100.00 for our County; and <br />WHEREAS the weighting of this statistic by the high <br />incomes of a small percentage of our residents works to the <br />substantial disadvantage of the poor individuals in our County who <br />could benefit from the intent of this program. <br />NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY that <br />1. The legislature of the State of Florida is urged to <br />review and modify the criteria used for ranking cities and <br />counties under the Florida Small Cities Community Development <br />Block Grant Program. <br />2. Indian River County urges the legislature and <br />Department of Community Affairs to adopt census tract data as a <br />base to evaluate levels of poverty or some other method where a <br />ranking is accomplished that fairly reflects the economic level of <br />those individuals admitted for participation in the program. <br />3. The Clerk of the Board of County Commissioners is <br />authorized and directed to submit a copy of this Resolution to <br />each member of the Indian River County Florida Legislative <br />Delegation. <br />MAY 2 3 1984 -1- BOOK 57 FACE 122 <br />
