Attorney Stewart felt that the concerns of Dr. Wellings <br />must be addressed before determination is made on the <br />proposed wastewater plant site approval. He explained about <br />aerosols and the manner in which the plant would operate. <br />Sewage is treated by blowing air through it and churning it, <br />which results in a mist being picked up by the wind. <br />According to an air flow study done in Vero Beach, the <br />prevailing winds are east to southeast eight months out of <br />the year.. Attorney Stewart noted that St. Edward's School <br />has retained a consultant to analyze the effect the aerosols <br />might have on students and faculty members. If a potential <br />health hazard does exist, the consultant will also determine <br />whether or not the problem can be overcome. Attorney <br />Stewart stressed the point that it was premature to approve <br />the site plan before the consultant's report was received <br />and reviewed. <br />Odor <br />Attorney Stewart felt everyone realized there will be some <br />odor and wanted to find a way to control the situation. He <br />suggested that the problem could be alleviated by the <br />relocation of some of the components of the plant. St. <br />Edward's School wanted some assurance from Hutchinson <br />Utilities that if the plant produces unacceptable. odors._. <br />something will be done about it. <br />Noise <br />Attorney Stewart reported that Robert F. Lloyd of Lloyd & <br />Associates, a consulting engineering firm, has indicated <br />that the type of blowers proposed for this plant are very <br />noisy, and has recommended that a decibel limit be set and <br />monitored.
