Commissioner Lyons stated that he just wished to know - <br />if that is a viable alternative. He did realize the beaches <br />gather people here, but there are a lot of beaches besides <br />that two miles on Ocean Boulevard. <br />Mr. Barton noted that at the present time most of our <br />tourists come to that area of the beach where it is zoned <br />for motels. <br />Commissioner Wodtke reported that the study done by the <br />Corps on benefit cost ratio showed that for every dollar <br />spent there would be $2.66 worth of benefit. The project <br />being proposed is not just for the benefit of the upland <br />property owners. The federal government and the state are <br />convinced it is a benefit to all the people for the beaches <br />to be protected and available for all, and therefore, they <br />are willing to pay the major share of the cost. He felt for <br />someone to say as an individual, how is this going to <br />benefit me, you would how to say either I use the beach or I <br />don't use the beach. You could also say how is it going to <br />benefit me if we dredge the river when I don't have a boat, <br />etc. Commissioner Wodtke continued to stress that the beach <br />is an important asset, and we are only being asked to spend <br />13� on the dollar on a local basis to be assured it is <br />there. As to sea walls, which undoubtedly would be <br />permitted, every one that is built will further deteriorate <br />the shoreline. <br />Commissioner Lyons did not doubt it would help the <br />tourist trade to have the beach renourished, and he also did <br />believe it would help keep his property value up. Although <br />he felt the benefit cost ratio arrived at by the Corps was <br />questionable, he was willing to discount that, but he still <br />did not have the answer to his questions. <br />Chairman Scurlock noted that we have been studying this <br />for seven years, and he did not know if there are any other <br />answers.
