Jvm 6 1984 BOOK 57 PAAS? <br />obligated and has the option at any future date <br />to discontinue the program after the initial <br />project, with the understanding that the beaches <br />will be available to the city and county residents <br />on a non-discriminatory basis. <br />Commissioner Lyons stated that the Chairman had <br />convinced him that this matter was supposed to have been on <br />the agenda so he is withdrawing'his objection to taking <br />action. He did wish to know, however, why the split is 60% <br />for the county and 40% for the city and not the other way <br />around. <br />Commissioner Wodtke replied that the Arthur Strock <br />report indicated that 71% of the users of the beach are <br />county residents, but because the upland owners obviously <br />have some special benefits, the formula was set at 60/40. <br />Commissioner Wodtke felt strongly there is an overall <br />responsibility for everyone in the county to maintain our <br />roads, bridges, waterways, etc.; he did wish we had a <br />tourist tax so that the tourists could contribute directly. <br />Commissioner Wodtke continued that he would like to have <br />some ongoing funding for maintenance of the dunes, seagrass, <br />etc., and he believed we need to follow this up. <br />Commissioner Lyons emphasized that he did not wish to <br />be an obstructionist; he just wanted everybody to understand <br />what they are going to be paying for and why. He inquired <br />whether a statement was made in connection with the Motion <br />about a referendum for continuing renourishment beyond the <br />first phase. <br />Chairman Scurlock believed what he suggested was that <br />when we get to the point where we are talking about estab- <br />lishing an on-going project with a 40-50 year life and <br />spending many millions of dollars, then there should be a <br />referendum. <br />W <br />
