JUN 6 1994 BOOK 57 PAcE3,86 <br />Chairman Scurlock stated they are basing their opinion <br />on a study by Lloyd & Associates, which he felt is <br />absolutely unrealistic because it assumes every lot in the <br />City will be built on and sewered. He personally believed <br />there is additional capacity available. <br />Attorney Brandenburg made the point that the City did a <br />thorough analysis on the South Beach and that analysis <br />indicated they could provide that service. Although they <br />are not supplying South Beach, they now are saying they have <br />no capacity. <br />Commissioner Lyons noted that if the hospital does have <br />a major expansion and the requirement for sewage is greatly <br />increased, he believed it would require a major expenditure <br />on the part of the City of Vero Beach to accommodate such an <br />expansion. He wished to know if the Chairman was saying <br />that they are going to do that at no cost to the hospital. <br />Administrator Wright felt they would have -to pay the <br />impact fee for ERU's. <br />Chairman Scurlock noted that there has never been an <br />impact fee; it is a connection fee. He felt he should meet <br />with Mr. Gregg and see what his proposal is in more finite <br />terms. <br />Fred Mansing of Roseland expressed the opinion that the <br />time the County has spent on this issue and the attitude <br />expressed by the City of Vero Beach really warrants looking <br />into forming a countywide sewer and water authority to get <br />this all under one thumb. Mr. Little is looking out for <br />Vero Beach, and he felt it is time the county looks out for* <br />the county. <br />Chairman Scurlock assured Mr. Mansing we are looking <br />into the situation, but he did not believe we have the <br />authority to form a countywide sewer and water authority. <br />91 <br />
