K&&i , AICP <br />Planning & Development Director <br />FROM' Richard Shearer, AICP OEFERENCES: <br />Chief, Long -Range Planni <br />LUCINDA EDDY REQUEST TO <br />AMEND THE COMPREHENSIVE <br />PLAN FOR 7.42 ACRES <br />FROM LD -2, LOW-DENSITY <br />RESIDENTIAL 2, TO <br />COMMERCIAL <br />Eddy 7.42 Acres <br />RICH2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of June 6, 1984. <br />DESCRIPTION & CONDITIONS <br />The applicant, Lucinda W. Eddy, is requesting to amend the Land <br />Use Element of the Comprehensive Plan by redesignating 7.42 <br />acres located on the east side of 27th (Emerson) Avenue and the <br />north side of 5th Street, SW (Rebel Road) from LD -2, <br />Low -Density Residential 2 (up to 6 units/acre), to Commercial. <br />The applicant proposes to develop this site as a shopping <br />center. <br />On April 26, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend that this request be denied because they <br />wanted to discourage further strip commercial development along <br />27th Avenue. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the <br />application will be pregen-ted. The <br />description of the current and futur <br />surrounding areas, potential impacts <br />utility systems, and any significant <br />environmental quality. <br />Existing Land Use Pattern <br />reasonableness of the <br />analysis will include a <br />e land uses of the site and <br />on the transportation and <br />adverse impacts on <br />The subject property is currently undeveloped. The west half <br />of the property is zoned C-1, Commercial District, and the east <br />half is zoned R-1, Single -Family District. East of the subject <br />property is vacant land zoned R-1. South of the subject <br />property, across Rebel Road, is vacant land zoned C-1. West of <br />the subject property, across 27th Avenue, is Skatetown. North <br />of Skatetown is a commercial building containing the E -Z Brew <br />Coffee Service and a real estate office. Further north is a <br />mobile home park. South of Skatetown is a single-family <br />residence. West of Skatetown is a single-family subdivision. <br />North of the subject property are two single-family homes and a <br />mobile home. Further north is a gasoline station. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />lands north, south, and east of it as LD -2, Low -Density <br />Residential 2 (up to 6 units/acre).
