r <br />JUL 111984 <br />Booz 57 pnE 689 <br />With the funds allocated to Indian River County, the County can <br />probably complete a substantial portion of the assessment. <br />Some local funds, however, would probably be required to <br />supplement the state money. In subsequent years, no state <br />funding will be available to the County for its mandated <br />activities. As proposed, the allocation of the state funding <br />available to the Regional Planning Council seems reasonable. <br />In addition, the use of a consultant for notification, <br />surveying, and data tabulation will ensure coordination among <br />the counties. <br />RECOMMENDATION <br />The staff recommends that the Board of County Commissioners <br />approve ,in concept, the alternative outlined above and direct <br />the staff to coordinate with the Regional Planning Council in <br />drafting a specific contract. The staff also recommends that <br />the Board assign the County Utilities Division the <br />responsibility to prepare the County's local hazardous waste <br />assessment. <br />Director Keating discussed the formula for splitting <br />the funds, which is that each county would be allocated a <br />base of $10,000, and the remainder would be distributed <br />based upon their proportion of the total number of hazardous <br />waste generators. He continued that since he wrote the <br />agenda item, he has received another -letter from the <br />Regional Planning Council and the amount of money that we <br />would get has increased from the initial estimate. <br />According to the DER's estimate, there are 694 potential <br />waste generators in this county. Mr. Keating noted that <br />when you look at this list, it is difficult to think of a <br />business in this county that isn't a potential generator. <br />Chairman Scurlock reported that this project was <br />discussed at the Regional Planning Council, and one of the <br />reasons for this concept is that Palm Beach County indicated <br />they would handle their own show. When you take their <br />percentage out, it would have made it impossible to have <br />enough funds remaining for the RPC to contract with the <br />remaining counties. Also it is felt a county knows itself <br />much better and could more easily document and identify the <br />potential waste generators. <br />Commissioner Bird asked if he means that staff is going <br />to have to interview over 600 businesses in the county. <br />
