Chairman Scurlock opened the Public Hearing and asked <br />if anyone wished to be heard in this matter. <br />Attorney Sam Block, representing West County Utilities, <br />Inc., and all the property owners who have voluntarily <br />agreed to place their property under assessment, stated that <br />he has reviewed the preliminary assessment roll and agrees <br />with the assessment of $970.45 per unit and the way in which <br />it has been calculated. He noted a couple of changes that <br />needed to be made: Under A-1, it should read Kings Highway <br />Plaza Partnership rather than Bill Bailey III and under Item <br />N, there is a discrepancy in the legal description. <br />Attorney Brandenburg advised that those corrections <br />have been made. <br />ON MOTION by Commissioner Wodtke, <br />SECONDED by Commissioner Bird, the Board <br />unanimously (4-0) closed the Public Hearing. <br />Commissioner Bird asked Attorney Brandenburg to walk <br />the Commission through this project once more. <br />Attorney Brandenburg summarized that the County has <br />undertaken to build a waterline to serve this entire area at <br />this time because these developers have cooperated to obtain <br />service now. The County decided to apportion that part of <br />the cost to be assessed against those developers desiring <br />immediate service versus that portion of the cost to be <br />borne by the County's entire utilities system. As a result <br />of that analysis, it was decided that these developers would <br />each pay $970.45 for each tap associated with their <br />projects. That amount includes a $315.45 plant capacity <br />charge which is normally charged to any customer being <br />hooked into our system.
