3) Pave the road in the 30 -ft. -right-of-way, which would <br />not be in accordance with the standards of the DOT Green <br />Book. <br />Director Davis recommended Alternative #1, emphasizing <br />his reluctance to build the road with just the 30 -ft. <br />right-of-way because of the safety factory, as he is a <br />Registered Engineer and could be subject to liability. <br />Chairman Scurlock asked if anyone wished to be heard in <br />this matter. <br />Ed Schlitt, President of Kingswood Estates, Inc., <br />explained that several property owners along the north side <br />of 16th Street have indicated their opposition to donating <br />right-of-way and having to pay their proportionate share of <br />paving costs. He stated that as a gesture of good will to <br />the property owners in this area, Kingswood Estates would be <br />willing to pay the paving costs allocated to those <br />properties which will be providing the right of way. They <br />have also considered moving their entryway in order to <br />accommodate the situation and pave the entrance way to <br />King's Highway, but there are other property owners along <br />16th Street who have indicated that it is unfair to put in a <br />new development of 49 homes, which would generate increased <br />traffic and have a greater effect on the unpaved portion of <br />the road. Mr. Schlitt said that they are willing to do <br />anything the County wants and whatever the property owners <br />want in order to get the street paved. He thought that it <br />could be done within the 30 -feet right-of-way if a low speed <br />limit was posted. In regard to their paving the entire <br />length, their budget would only allow a layer of asphalt <br />over the existing dirt base.
