Funds for Trainee <br />incentives and materials are to be available with the Road and <br />Bridge Department budget, and the cost for the program is estimated <br />as follows: <br />a) Incentive Pay for Trainers <br />Min. of 4 Trainers each receiving 2 hours incentive pay <br />per week <br />8 hrs/week 0 $12.00/hr = $96/week <br />Training 50 weeks @ $96/week $ 4,800 <br />b) Training notebooks, log books, etc. 300 <br />c) Training films courses, etc. 400 <br />d) Miscellaneous 300 <br />Estimated Costs $ 5,800 <br />The program could begin with Trainers being selected in July, <br />1984 and the first introductory class held August 8, 1984. <br />Approximately 4 Trainees will be selected for each class based <br />upon employee performance evaluations and supervisor imput. Most <br />classes will be "open" for auditing by interested employees during <br />"off duty" hours. _ <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that staff be authorized to initiate the <br />program. Existing funds are available in the FY 8384 Road and <br />Bridge Department budget and have been included -in the proposed <br />FY 84-85 Road and Bridge Department budget. <br />Director Davis stated that it has become apparent there <br />is a need to develop a training program for some of the <br />employees along with a seniority list so that when a posi- <br />tion becomes vacant, there is someone immediately available <br />to step into that position. He believed this will be a more <br />equitable arrangement for the employees to better themselves <br />and at the same time reduce the cost of projects by intro- <br />ducing proper construction techniques. He requested the <br />Board's approval and support of the proposed program. <br />Administrator Wright believed that such a program would <br />serve to eliminate uncertainty among the employees and <br />complaints of favoritism. <br />Chairman Scurlock commented that staff's analysis does <br />not show any allowance for the cost of an employee riding <br />with a trainer for half a day instead of doing his job. <br />0 <br />
