DESCRIPTION & CONDITIONS <br />The County staff has initiated a request to amend the <br />Recreation and Open Space Element of the Comprehensive Plan. <br />Major provisions of this amendment are to restructure the park <br />classification system in the plan, adjust the Recreation and <br />Open Space Priorities section, and add a phased development <br />program under the Implementation Strategies Section. <br />On March 22, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of these proposed amendments., <br />On April 12, 1984, the Recreation Advisory Committee voted <br />unanimously to recommend approval of these proposed amendments. <br />On May 7, 1984, the Florida Department of Community Affairs <br />approved these proposed amendments. <br />On May 21, 1984, the Treasure Coast Regional Planning Council <br />approved these proposed amendments. <br />ALTERNATIVES & ANALYSIS <br />The staff is requesting to restructure the park classification <br />system to better reflect the types of parks the County has <br />instead of trying to fit the County's parks into the existing <br />classification system which is designed for municipal parks. <br />Also, Marine Island Parks are not included in the existing <br />classification system. <br />Under the Recreation and Open Space Priorities section, park <br />development has been added as the top priority,replacing <br />establishing specific standards which apply to recreation and <br />open space needs in the County which becomes the second <br />priority. Acquisition of additional land for recreational use <br />is changed to a lower priority because of the large amount of <br />new park lands acquired in the last two years. <br />Under the Implementation Strategies section, a phased develop- <br />ment program provision is added. This provision would expedite <br />the opening of recently acquired recreation and open space <br />lands prior to the complete development of the site. <br />RECOMMENDATION <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners adopt these amendments to the Recreation <br />and Open Space Element of the Comprehensive Plan. <br />33a <br />AUG 8 1984 Boor 57 �r� ' '911 <br />L_1 <br />
