Federal Programs <br />5. Private and Corporate Donations <br />6. Bond Issues <br />3. Open Space Program: <br />A. Landscape Ordinance - adopt regulations which <br />require landscaping along public routes. <br />B. Planned Development - provide -regulations which <br />retain open space in scenic or environmentally <br />sensitive areas. <br />C. Scenic Highway Ordinance - develop procedures for <br />designating routes, requiring special setbacks, <br />and restricting access to routes from adjacent <br />property. <br />4. Phased Development Program: <br />A County phased development program shall be initiated when the <br />public benefits derived from the opening of park lands preclude <br />the development of the entire tract at one time in <br />Indian River County. With the establishment of any such <br />program, it shall be the responsibility of the County Parks <br />Department to request funds at the next available County budget <br />hearing in order that the project or a portion of the project <br />be completed with sufficient funding.
