George Bail, President of Frizzell Architects, <br />presented the design development drawings and outline <br />specifications for the new jail, and reported that the <br />project is going well. The present cost estimate is <br />$3,590,000, which is within the range they quoted in <br />schematics. <br />Tom Pinkerton, Jail Consultant, explained that approval <br />of the design phase is needed today and that approval may be <br />contingent upon approval by the Commission of the following <br />items: <br />1). Phase completion of design development <br />2) Staffing numbers <br />3) Prisoner medical care - no in-patient beds <br />Commissioner Lyons stated that he would not be in a <br />position to voice his approval or disapproval today without <br />first meeting with the Jail Committee. <br />Mr. Pinkerton pointed out that actually there are no <br />changes today from what has gone before. <br />The Committee has approved 156.beds, not counting 6 <br />isolation cells and 8 booking cells. Frizzell Architects <br />are recommending a minimum staff level of 37 which the State <br />will accept, and which is approximately 4-1 -- a very <br />impressive staffing level. Mr. Pinkerton believed that the <br />County's legal exposure would be reduced with a staff of 41 <br />or 42. It was noted that present jail staffing is 28 for 58 <br />inmates. <br />Mr. Pinkerton distributed copies of the following <br />letter dated 3/20/84 and a chart of the staffing levels: <br />42 <br />AUG 6 1984 Boa 57 FACE 9%9 <br />
