AUG 15 1984 <br />BOOK 58 F,* 14 <br />'DISCUSSION RE CONFISCATED PROPERTY ON SOUTH BEACH <br />OMB Director Barton informed the Board that when it was <br />learned that the piece of property on South Beach under <br />confiscation for a drug raid, generally referred to as the <br />Carta house, was to be auctioned off, inquiries were made <br />through our Congressmen's offices as to the possibility of <br />obtaining this property on behalf of the county for use for <br />public purposes since in the South Beach area we have almost <br />nothing in the way of beach access. He wished to know if <br />the Board would like staff to continue to pursue whether <br />this property can be transferred to the county. The property <br />consists of approximately seven acres with 300' of beach <br />frontage and includes an 11,000 sq. ft. house. Mr. Barton <br />believed it would make a good art gallery or something of <br />that type. There are outstanding liens against it of <br />approximately $600,000. <br />Chairman Scurlock noted that the Board has no backup <br />information on this item. He felt that staff needed to put <br />something together showing a suggested use and probable <br />amount of dollars involved. What has been presented today <br />is too nebulous. <br />Ob1B Director Barton explained that the reason this was <br />brought to the Board now is that the Bureau of Lands has <br />determined that the highest and best use of the property is <br />residential, but they were not aware of the fact that this, <br />is in a void area of what we are trying to do on our <br />beaches. Their determination can be reversed by the Park <br />Service, but there are some technical things that have to be <br />done between now and the November auction date. <br />Commissioner Lyons asked if we did receive this <br />property, would we be able at a later date to trade that <br />land for some other place rather than that particular <br />location on the beach. <br />14 <br />M <br />
