Jack Sherman of the Property Appraiser's office <br />informed those present that his specific duties include <br />reappraising all the commercial and industrial lands every <br />year, and he is faced with a very large problem. Mr. <br />Sherman did not believe anyone can find an answer that will. <br />eliminate change in the future, but he believed the present <br />amount of uncertainty we have as to what use is going to be <br />allowed is unwise; therefore, he felt the.position the <br />realtors have taken makes sense. He noted that there used <br />to be a speculative real estate market for this property, <br />but those sales have totally disappeared. Mr. Sherman <br />believed if there were more certainty, you would reestablish <br />that. He reported that the Property Appraiser's office <br />takes the position that if there is disagreement between the <br />Comprehensive Plan and the existing zoning, in fairness to <br />the taxpayer, they feel it necessary to assume that <br />whichever is the most restrictive is the only use they <br />should contemplate when assessing. With more definite <br />zoning, Mr. Sherman believed the county would see the tax <br />base grow some. <br />Commissioner Wodtke questioned how they would assess <br />land within a node, and Mr. Sherman explained that it <br />depends on how close land is to the node; as it gets distant <br />from the center, then it gets uncertain. They have taken a <br />non-aggressive policy and a lot of assessments have gone <br />down because of this. They don't see many sales for such <br />lands and can't get the input they need. <br />Cliff Norris, Realtor, appeared before the Board and <br />stated that he was making his own comments and not necessar- <br />ily those of the Board of Realtors. In regard to the <br />problem of assigning lines to the interior core, he noted <br />that it has been his experience that development usually <br />takes place along major road lines.
