He confirmed that there is a detox center <br />available, but no long term residential treatment and he did <br />agree there is a need. He further confirmed that there has <br />been a significant change in the Alco -Hope directorship and <br />operation. <br />DISCUSSION RE DEFERRED PAYMENT POLICY FOR UTILITY HOOK-UP <br />REQUESTED BY PAUL STONECIPHER <br />Chairman Scurlock explained that Mr. Stonecipher has <br />some rental units that are being required to hookup and he <br />would prefer some sort of deferred payment schedule in order <br />to do that. The Chairman reported that he had informed Mr. <br />Stonecipher that the only such arrangement we had in the <br />past was in the Gifford community for the low income area, <br />but with this being rental properties, he felt it might be <br />different. It appears, however, that Mr. Stonecipher is not <br />present today. <br />Administrative Aide to the Board, Liz Forlani, con- <br />firmed that Mr. Stonecipher was notified that this item was <br />on the agenda today. <br />It was agreed to withdraw this item from the agenda. <br />DISCUSSION RE CONFISCATED PROPERTY ON SOUTH BEACH <br />OMB Director Barton reviewed his memo, as follows: <br />40 <br />
