SER. .5 1984 <br />BOOK 190 <br />Commissioner Bird pointed out that the City has the <br />plant, but the Administrator felt that they are operating a <br />federally funded plant. <br />Chairman Scurlock noted that the study done by Lloyd & <br />Associates anticipated the entire City of Vero Beach being <br />sewered. He agreed that we can argue whether that is a <br />correct premise, but believed we would be going through a <br />bloody war for a possible answer at some point in time, and <br />he was almost of the opinion that the possibility of <br />cooperation does not exist. Also there is the annexation <br />issue. He did, however, agree with the Administrator that <br />we have a right to the plant which is federally funded. <br />Administrator Wright felt we are down to the point <br />where we must make a decision as to whether we want to lock <br />horns and fight or build our own plant. <br />Commissioner Lyons noted that we have a limited staff <br />and to lock horns and fight would be both costly and time <br />consuming. He did not believe it would be worth the fight. <br />Administrator Wright emphasized that we need to tell <br />the sewer consultant who is working on our Master Plan <br />whether or not to go ahead on the assumption that we will <br />have to build a plant. <br />Commissioner Bird stated that he did not feel comfort- <br />able with either begging or forcing our way into the City's <br />plant. <br />Com. Lyons and Administrator Wright did not feel it <br />should be referred to as the "City's" plant and suggested it <br />just be called the plant rather than their plant. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Bowman, to in- <br />struct the consultant that we do not expect <br />to use the Vero Beach sewer plant as a part <br />of our overall plan. <br />W <br />
