Monday, September 10, 1984 <br />The Board of County Commissioners of Indian River <br />County, Florida, met in Special Session at the County <br />Commission Chambers, 1840 25th Street, Vero Beach, Florida, <br />on Monday, September 10, 1984, at 1:15 o'clock P.M. Present <br />were Don C. Scurlock, Jr., Chairman; Richard N. Bird; <br />Margaret C. Bowman; and William C. Wodtke, Jr. Vice <br />Chairman Patrick B. Lyons was temporarily delayed. Also <br />present were Michael J. Wright, County Administrator; Gary <br />Brandenburg, Attorney to the Board of County Commissioners; <br />and Virginia Hargreaves, Deputy Clerk. <br />The Chairman called the meeting to order. <br />Administrator Wright noted that several weeks ago when <br />we opened the bids for the fourth courtroom, staff supplied <br />a memo pointing out the fact that based on the Frizzell <br />5 yap <br />study of a year ago, we have reached the point where -we need <br />additional office space to support the courthouse function. <br />A fairly extensive discussion was held at that time <br />regarding who has what space and who can be moved, and the <br />Administrator believed we are down to the point of deciding <br />on one of the three following alternatives: <br />1) Renovating the space for the fourth courtroom; <br />2) Moving County Court, and if so, to which site; or <br />3) Building a courtroom outside the existing structure <br />either adjacent to the Administration Building or at the <br />new jail site. <br />The Administrator noted that letters have been received from <br />downtown merchants, etc., in this regard. <br />Chairman Scurlock commented that it appears there is <br />some belief that we will completely abandon the downtown <br />area, but we have always been on record as not wanting to do <br />that, and none of the suggested alternatives anticipate us <br />removing ourselves totally from the downtown area.
