M <br />Under discussion, Commissioner Lyons felt that this <br />doesn't do any harm to Congressman Nelson or anyone else, as <br />we don't know if the money has been allocated or ever will <br />be. Assuming that the ballot comes out that people are in <br />favor of the project, fine, things will go on as planned. <br />If it comes out that people do not want it done and do not <br />want to pay for it the way it has been set up, then he is <br />not in favor of voting for a project that they do not want. <br />Commissioner Wodtke pointed out that we are -already on <br />record as saying that we will proceed with the first phase <br />without a referendum. <br />Commissioner Lyons stated he would go with what the <br />referendum tells us. <br />Commissioner Wodtke urged the Board to think of the <br />alternatives. Are we going to address our problem of beach <br />erosion? We have been in the process for 7 years and we <br />need to stay with it or go with something else such as <br />pumping sand, sea walls, structural.improvements, or just <br />let the project fall. The condos might end up being the <br />bulkheads. <br />Commissioner Lyons thought that there were good <br />arguments on both sides and he hoped those arguments would <br />be fairly presented before holding a referendum. He <br />believed that the beaches eventually are going to disappear <br />as we are fighting a losing battle as far as sea level <br />changes are concerned. <br />Commissioner Bird was concerned that the reaction in <br />Washington might be to put this on the back burner when they <br />hear that we are going to have a straw ballot on this issue. <br />He thought that in fairness to Congressman Nelson it should <br />be noted that he had a deadline to meet to submit this <br />project for funding, and he did not want to be pushing for <br />the funding if he did not feel that he had the support of <br />the County and the City. <br />50 <br />SEP 19R4 BOOK U) g F 4 <br />
