r <br />Wednesday, September 12, 1984 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Special Session at the County Commission <br />Chambers, 1840 25th Street, Vero Beach, Florida, on Wednesday, <br />September 12, 1984, at 7:00 o'clock P.M. Present were Don C. <br />Scurlock, Jr., Chairman; Patrick B. Lyons, Vice Chairman; Richard <br />N. Bird; Margaret C. Bowman; and William C. Wodtke, Jr. Also <br />present were Michael J. Wright, County Administrator; Gary <br />Brandenburg, Attorney to the Board of County Commissioners; <br />Jeffrey K. Barton, OMB Director; and Virginia Hargreaves, Deputy <br />Clerk. <br />The Chairman called the meeting to order and explained the <br />purpose of the meeting, which is to consider and adopt the <br />Tentative Budget, and the procedures to be followed. He felt <br />that one of the biggest confusions encountered each year is that <br />people do not realize the Board is not responsible for the entire <br />budget and also that the Board does not make the property assess- <br />ments. Chairman Scurlock informed those present that an appeal <br />can be made to the Property Appraisal Adjustment Board if someone <br />does not feel they have been assessed correctly, and also <br />explained that the Board of County Commissioners has no control <br />over the School Board, the Hospital District, or any other taxing <br />district; the Commissioners can only defend their own budget. <br />He then introduced Budget Officer Barton. <br />OMB Director Barton reported that the Notice of tonight's <br />meeting had been legally publicized by the TRIM Notice which was <br />mailed to all property owners in the county. The proposed budget <br />for the General Fund, Transportation Fund, Municipal Service <br />Taxing Unit, and Beach Acquisition General Obligation Bonds, for <br />FY 1984-85, is as follows: <br />SEP 12 1984 BOOK 58 PnFZS9 <br />
