SEP 12 1954 BOOK 58 F'r j <br />-10 <br />Commissioner Bird asked if we are "to the bone" as to what <br />we can draw out of this account and still meet bond requirements. <br />The Administrator confirmed that we are, but noted that the <br />Board has voted to refinance this and possibly we may get some <br />more money. <br />THE CHAIRMAN CALLED FOR THE QUESTION on <br />adoption of the tentative budget for the <br />1980 and 1981 bonds. It was voted on and <br />carried unanimously. <br />The Chairman opened the public hearing on the Housing <br />Authority Fund. <br />Director Barton reported that the proposed budget is $96,717 <br />and no ad valorem millage is involved. <br />Commissioner Wodtke asked if we are supposed to hold the <br />public hearing for the Housing Authority since he felt they have <br />the right to hold their own hearing. <br />Chairman Scurlock pointed out that we are funding the <br />$92,000, and he was prepared to vote against it. <br />Commissioner Wodtke noted that apparently this is not their <br />budget then, but only what we are going to expend. <br />Director Barton explained that this is what we show in our <br />budget as being an appropriation toward them, and we show it as a <br />separate Housing Authority item. <br />Attorney Brandenburg asked why we do this as opposed to a <br />General Fund expenditure, and Director Barton explained that the <br />transfer is coming out of the General Fund. This is the actual <br />operating budget for the Housing Authority and we maintain the <br />books and records of it. <br />It was agreed that Attorney Brandenburg should check on <br />whether the Commission should hold the meeting or not. <br />Chairman Scurlock stated that he is totally against this and <br />will vote against it as he does not believe it is providing low <br />21 <br />r <br />
