SEP 1.2 1954 Boor 58 FA -U116 <br />The Chairman opened the public hearing on the Sanitary <br />Landfill. <br />OMB Director Barton noted that this is an enterprise <br />operation. The proposed budget is $1,041,058 and no ad valorem <br />millage is involved. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />Commissioner Wodtke asked if this revenue is based on <br />current user fees, and Mr. Barton confirmed that it is. <br />ON MOTION by Commissioner Lyons, SECONDED <br />by Commissioner Bowman, the -Board unanimously <br />closed the public hearing. <br />Discussion followed as to the way the budget is set out, and <br />and Commissioner Wodtke wished to know why no cash carry forward <br />is shown. <br />Director Barton explained that these budgets are not <br />presented as they were in the past; they are done the way the <br />auditors want this done and how the Finance Department says it <br />must be done. <br />Commissioner Wodtke continued to argue about how the cash <br />carry forward was presented, and the Administrator noted that <br />staff argues this at audit time every year and gets nowhere. <br />Director Barton confirmed that this is an entirely different <br />system of accounting than the Commission is used to in all the <br />other type funds. The budget is just a guideline and a tool as <br />to what you plan to have. <br />ON MOTION by Commissioner Lyons, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />approved a tentative budget of $1,041,058 for <br />the Sanitary Landfill for fiscal year 1984-85. <br />27 <br />
