Michael Carpenter,, Ed Schlitt, <br />Public Works Director Realtors, to Michael Wright, County <br />AaTLinistrator dated Sept 6, 1984 <br />DESCRIPTION AND CONDITIONS <br />The petition has been submitted for the paving of 16th Street <br />from Kings Highway to 51st Avenue. The area benefiting from <br />the improvements is approximately 149.02 acres. Property owners <br />which own approximately 103.05 acres have signed the petition, <br />which computes to 69.150 of the benefited owners. <br />On July 11, 1984, the Board of County Commissioners approved <br />paving the road in the existing 30' right-of-way and to save <br />all trees possible. <br />The Schlitt Agency has requested permission to retain the <br />services of Beindorf, Associates, Consulting Engineers, to design <br />the road improvements immediately and contract out the construction <br />improvements so that the project would not have to be delayed <br />until the 20 projects for which previous petitions were submitted <br />are completed. <br />ALTERNATIVES AND ANALYSIS <br />Beindorf and Associates would design the project and prepare <br />the preliminary assessment roll. County staff would then schedule, <br />advertise, and prepare for the Public Hearing. Engineering costs <br />will be paid by the Schlitt Agency. <br />If a Contractor constructs -the paving, certain charges such <br />as overhead, profit, and equipment charges will result in a higher <br />direct assessment to the County. Considering the 50% property <br />owner/50o County assessment for a collector road, the County <br />share could be $10,000 greater than the direct cost if the County <br />Road and Bridge Department did the work. The project is estimated <br />to cost approximately $70,000 if contracted out. Direct cost <br />if the County did the work would be approximately $45,000. A <br />.saving to the County would result in the County not having to <br />perform the Engineering and field work by County personnel, and <br />less maintenance on the road. The Ed Schlitt Agency has agreed <br />to consider paying the added direct cost that the County would <br />have for contracting out the work so that the Project could be <br />expedited. <br />RECOMMENDATIONS AND FU14DING <br />It is recommended that the Board of County Commissioners <br />approve the request to have Beindorf and Associates engineer <br />the 16th Street improvements�a.nd that the work be contracted <br />out. No funding considerations are presented for approval, since <br />this will be considered once bids are received. <br />28 <br />
