Pinto SUBJECT: RELIEF WASTEWATER ALLOCATIONS <br />Utility Service Director ALONG U.S. 1/6TH AVENUE <br />CORRIDOR <br />FROM: Ronald R. Brooks/0 . REFERENCES: <br />Environmental Engineering <br />Specialist/Utility Services <br />DESCRIPTION AND CONDITIONS: <br />The Department of Health and Rehabilitative Services has declared <br />the U.S. 1/6th Avenue Corridor to be an environmentally sensitive <br />area that is subject to public health hazards and pollution problems <br />due to problem prone and failing on-site wastewater disposal <br />systems. Specifically, the Council on Aging wastewater disposal <br />system is problematic and the wastewater disposal system for the <br />Clock Restaurant has a history of periodic failure. <br />There are proposals presently underway for construction of wastewater <br />improvements by private enterprise along the U.S. 1/6th Avenue <br />Corridor. These improvements will make County wastewater service <br />available to numerous of the existing buildings that have problem <br />prone wastewater systems. <br />County wastewater service along the U.S. 1/6th Avenue Corridor is <br />available only by allocation and most of the existing buildings along <br />the subject Corridor do not have a wastewater allocation. <br />A major portion of the 500,000 gallons per day South County allocation <br />is already committed and the remaining portion is available to <br />individuals or facilities on a priority list. Of the 500,000 gallon - <br />per day allocation only approximately 70,000 gallons per day is <br />actually being utilized. <br />ALTERNATIVE ANALYSIS: <br />Alternative I - The Board of County Commissioners could provide a <br />relief allocation and give priority to existing buildings or <br />facilities that are a public health hazard or pollution problem <br />due to problematic and/or failing wastewater systems. This approach <br />would alleviate an existing problem and utilize allocation capacities <br />that presently are not being utilized and will probably not be <br />utilized until some unknown future date. <br />Alternative II - The Board may refuse to allow -relief allocations and <br />not provide for utilization of unused committed or prioritized <br />allocations. Those existing buildings or facilities would then have <br />to satisfy the requirements of the Department of Health and Rehabilita- <br />tive Services. Indications are that this would result in the actual <br />closure of some existing facilities, or a continuation of public <br />health hazards and/or pollution problems. <br />79 <br />SEP P. 9 1984 Boor '8 FacE 493 <br />I <br />
