SEP 26 1994 soon 505 <br />Attorney Brandenburg announced that the same procedure will <br />be followed as at the Tentative Budget hearing, and it is <br />necessary to have a separate public hearing for each fund. <br />The Chairman opened the public hearing on the General Fund <br />and asked that OMB Director Barton review it. <br />OMB Director Barton informed those present that the full <br />page ad.,which sets out the 1983-1984 budget as well as the <br />proposed 1984-85 budget was in Sunday's newspaper along with the <br />1/4 page ad announcing the notice of tax increase for the <br />aggregate millage over the rollback, which is 15% - that is for <br />all of the taxing millages combined. For the General Fund <br />itself, the proposed millage rate is 3.1, and the increase over <br />rollback is 20.26%. The proposed budget for the General Fund for <br />fiscal year 1984-85 is $12,898,653. <br />The Chairman asked if anyone present wished to be heard. <br />John Hensler, resident of Indian River Shores, informed the <br />Board that he was present to protest the ever increasing tax <br />rate. He stated that he has a house in the country which didn't <br />even cost $1,200 to build, and the taxes on it have gone from <br />$23.00 to $230.00; his house on the beach is worse than that. <br />Mr. Hensler contended that you can't sell your property; the <br />taxes keep going up; and the people in public office seem to <br />ignore the plight of the taxpayer. He continued that he works <br />for Piper Aircraft. Some 2,000 of his co-workers got laid off; <br />Pantry Pride closed down just recently; and the taxes are getting <br />so bad, people have just picked up and left. Many other people, <br />who have lived here many years, are selling out and leaving <br />because of -this reckless spending of the politicians. <br />Chairman Scurlock stated that he found that very interesting <br />in that if you look at the taxing levy of Indian River County, it <br />happens to be not only one of the lower in the United States, but <br />one of the middle in Florida. <br />6 <br />FJ <br />
