DESCRIPTION & CONDITIONS <br />The County is initiating a request to rezone 32.7 acres located <br />on the north side of Wabasso Road (County Road 510) and west of <br />Rings Highway from C-1, Commercial District, to R -2D, <br />Multiple -Family District (up to 6 units/acre). <br />On June 6, 1984, the Board of County Commissioners rezoned 42.5 <br />acres, located west of the subject property, from C-1 to R-1, <br />Single -Family District (up to 6.2 units/acre). At that time, <br />the Board excepted the subject property from that rezoning, at <br />the request of the owner, with the understanding that the <br />property would be considered instead for rezoning to an <br />appropriate multiple -family district. <br />On August 23, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas,,potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property and the land north of it, is undeveloped. <br />West of the subject property are single-family residences in an <br />R-1, Single -Family District. South of the subject property are <br />single-family residences and duplexes in R-1, R-2, and C-1 <br />zoning districts. East of the subject property is a vacant <br />commercial building, vacant land, and a house in a C-1 <br />district. Further east is a flea market, a vacant industrial <br />building, and residences in an M-1, Restricted Industrial <br />District. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and <br />all the property north, east, and west of it as LD -2, <br />Low -Density Residential 2 (up to 6 units/acre). The land south <br />of the subject property, across Wabasso Road, is designated as <br />LD -1, Low -Density Residential 1 (up to 3 units/acre). In <br />addition, there is a 150 acre commercial/industrial node <br />located at the intersection of Wabasso Road and U.S.l. Much of <br />the land east of the subject property will be included in the <br />node. Rezoning the subject property to R -2D would provide a <br />buffer between the commercial and industrial uses to the east <br />and the single-family residences to the west. <br />Transportation System <br />The subject property has direct access to Wabasso Road <br />(classified as an arterial street on the County's Thoroughfare <br />Plan). The maximum development of the subject property under <br />the proposed R -2D zoning would generate approximately 1,177 <br />average annual daily trips. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a floodprone area. <br />17 <br />BOOK 58 P'GF 5 d 4 <br />J <br />
