OCT 10 1984 Booz 58 F,, , ill <br />RECOMMENDATION <br />Establishment of a second road paving crew would provide <br />a minimum impact on Road and Bridge operating costs if a $1.00 <br />per front foot assessment were applied for equipment purchase. <br />Existing equipment could be used on an interim basis, except <br />for the purchase of a self-propelled roller. Initial seed money <br />for labor would be required until revenues are received, which <br />could pay back the seed fund. <br />The Public Works Director recommends that the second paving <br />crew be established, and that the benefit received from paving <br />the dedicated County roads would reduce maintenance costs and <br />increase the market value of homes fronting the streets, thereby <br />increasing assessed value. <br />Furthermore, a Collector Road Paving Assessment Program could <br />be developed to fund work to this second crew. , <br />Director Davis believed we were almost to the point <br />where we could eliminate one grader route in the south <br />county. <br />Administrator Wright noted that the only pitfall in <br />putting on another crew is the possibility of a layoff if we <br />ever reach the point where the demand for paving decreases <br />significantly; he felt that was very unlikely, however. <br />ON MOTION by Commissioner Lyons, SECONDED <br />by Commissioner Wodtke, the Board by a vote <br />of 4-0, Commissioner Bowman being absent, <br />approved staff's recommendation to establish <br />a second road paving crew. <br />Chairman Scurlock requested staff to bring back some <br />options in regard to either purchase or lease/purchase of <br />additional heavy-duty paving equipment. <br />ASSESSMENT ROLL, 38TH AVENUE -10TH STREET TO 12TH STREET <br />The Board reviewed the following memo dated 10/10/84: <br />52 <br />
