Line <br />Planning & Development Director DIS:RMK <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of October 10, 1984. <br />DESCRIPTION AND CONDITIONS: <br />The Hutchinson Island Resource Planning and Management Plan <br />requires that local governments within the study area and <br />various state agencies undertake certain implementing -activ- <br />ities. While Indian River County has taken action on most of <br />the implementation activities, there are still several areas in <br />which the County must take action. <br />One specific policy in the Hutchinson Island Plan states that <br />"The Counties shall request the State to review and reestablish <br />the coastal construction control line not less than once every <br />five years or following major storm events". The purpose of <br />this policy is to ensure that the location of the CCCL will be <br />changed, when warranted, to reflect the constantly changing <br />coastline of a dynamic barrier island system. <br />ALTERNATIVES AND ANALYSIS: <br />The staff has prepared a draft letter from the Chairman of the <br />Board of County Commissioners to the State Department of <br />Natural Resources requesting that the CCCL be resurveyed as <br />soon as possible and then, after that, at least once every <br />three years or following major storm events. Taking such <br />action will result in further compliance by the County with the <br />requirements of the Hutchinson Island Plan. In addition, such <br />action and the resulting survey will ensure that the CCCL is <br />periodically re-established to reflect changing conditions. <br />On September 26, 1984, the Beach Preservation Committee con- <br />sidered this issue. At that time, the Committee unanimously <br />recommended that the County Commission initiate the request, <br />and the Committee further specified that the CCCL surveys <br />should be conducted on a three year basis, and not every five <br />years as required by the Hutchinson Island Plan. <br />For those reasons, the staff feels that the Commission should <br />request that the state undertake a new survey of the CCCL. <br />7 <br />OCT 10 19W4 BOOK 5 (9 FA,U 564 <br />
