Community Services Block Grant Housing Rehabilitation <br />JProgram - Modification of Agreement to Contract bo_ � <br />The Board reviewed the following memo dated 10/2/84: <br />TO: The Honorable Members of the DATE: October 2, 1984 FILE: <br />Board of County Commissioners <br />Through: Michael Wright <br />County Administrator <br />SUBJECT: Comrnmity Services Block Grant <br />Housing Rehabilitation Program <br />Modification of Agreement to <br />Contract # 84 BG 58-10-40-01-066 <br />FROM: EdwardJ, an REFERENCES: <br />Executive ector <br />IRC Housing Authority <br />It is recommended that the data herein presented be given formal <br />consideration by the Countv Commission. <br />DESCRIPTION AND CONDITIONS: <br />The State of Florida's Department of Community Affairs had funded the <br />1984 Community Services Block Grant (CSBG) program and our pro -rated share <br />was $6,295. The Indian River County Housing Authority is the non-profit <br />subgrantee for the Indian River County Board of Commissioners and the pro- <br />gram under this grant provides rehabilitation consulting services which <br />activates rehabilitation funding from governmental sources.' This program <br />began April 1, 1984 through September 30, 1984. <br />The Farmers Home Administration Section 504 program provides housing <br />rehabilitation loans and grants to low-income and elderly persons who lack <br />the money to make their homes safe and sanitary. <br />This 1984 program is targeted in the School District of Wabasso and <br />15 low-income and elderly owners will have their homes brought up to safe <br />and sanitary standards. <br />ALTERNATIVES AND ANALYSIS: <br />This is our second funding under legislation passed by Congress which <br />consolidated various social programs into the block grant categories. <br />Personnel problems within the Farmers Home Administration on the local <br />level have delayed the review processing and funding of our rehab cases <br />for 90 days. The FmHA has assured us that the situation has been corrected <br />and the program will be brought to a successful conclusion within the <br />extension.period. <br />RECOMMENDATION: <br />We respectfully request the County <br />Chairman to execute the Modification of <br />Florida's Community Affairs Department. <br />Commission to authorize its <br />Agreement with the State of <br />This program will bring about the improvements in safety and sanitation <br />for 15 homeowners with an average cost of $2,800 per unit. The $6,195 Grant <br />plus $1,832 of cash and in-kind contributions by the Housing Authority will <br />be supplemented with $40,000 in loans and grants from the Farmers Home <br />Administration. <br />This program extension requires no additional County funds. <br />9 <br />OCT 10 1984 BOOK $ F�,,F 566 <br />
