Keati g, ICP TO C-lA, RESTRICTED COM - <br />Planning & Development Director MERCIAL DISTRICT <br />FROM: RiGJchard Shearer, AICP REFERENCES: Req. /Anthony <br />Chief, Long -Range Planning DIS:RICH <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of October 17, 1984. <br />DESCRIPTIONS AND CONDITIONS: <br />Gary and Vincent Anthony, the owners, are requesting to rezone <br />1.38 acres located at the southeast corner of 43rd Avenue and <br />North Gifford Road (45th Street) from R -2C, Multiple -Family <br />District (up to 12.1 units/acre), to C-lA, Restricted Commer- <br />cial District. <br />The applicants are proposing to develop the subject property <br />for a grocery store and laundromat. <br />On September 13, 1984, the Planning and Zoning Commission voted <br />4 -to -1 to recommend approval of this request. <br />ALTERNATIVES AND ANALYSIS: <br />In this section, an analysis of the existing land use pattern <br />will be presented as well as a discussion of the future land <br />uses as established in the land use element of the Comprehen- <br />sive Plan. <br />Existing Land Use Plan <br />The subject property is undeveloped. North of the subject <br />property, across North Gifford Road, is undeveloped land zoned <br />R-1, Single -Family District (up to 6.2 units/acre). Further <br />north is Treasure Coast Village a single-family subdivision <br />under development. East of the subject property is undeveloped <br />land zoned R -2C. Further east is Carver Colony subdivision <br />zoned R-2, Multiple -Family District (up to 15 units/acre). <br />South of the subject property is undeveloped land zoned R -2C. <br />Further south is Clemans elementary school in an R-1 zoning <br />district. West of the subject property, across 43rd Avenue, is <br />a citrus grove zoned R-1 and M-1, Restricted Industrial Dis- <br />trict. <br />Future Land Use Pattern <br />The subject property and all of the land around it are part of <br />the Gifford MXD, Mixed -Use District (up to 14 units/acre). The <br />Gifford MXD allows residential, commercial, or industrial land <br />uses which will be regulated by the zoning ordinance. The <br />Comprehensive Plan states that, within MXD areas, the County <br />shall encourage redevelopment in accordance with the dominant <br />land uses and the health, safety, and welfare of area resi- <br />dents.
