OCT 17 1984 <br />DISPOSITION OF SOUTH BEACH WATER <br />BOOKFUS-4 <br />Utility Director Pinto reviewed his memo, as follows: <br />TO: The Honorable Members of thOATE: October 11, 1984 FILE: <br />Board of County Commissioners <br />THROUGH: Michael Wright <br />County Administrator RECOMMENDATION TO TRANSFER <br />SUBJECT: SOUTH BEACH WATER PROJECT <br />TO THE CITY OF VERO BEACH <br />FROM: Terr Pce G. Pinto REFERENCES: <br />Utility Services Director <br />DESCRIPTION AND CONDITIONS: <br />A) 2/15/84 BCC Meeting Minutes <br />February 15, 1984, staff presented to the Board their recommendation <br />to transfer the South Beach water project to the City of Vero Beach. <br />Minutes of that presentation are attached as Exhibit "A". In <br />staff's recommendation, Alternative 3 was recommended; it stated, <br />"As per our agreement with the City of Vero Beach dated September <br />16, 1981, we have the option of transferring the existing water <br />system to the City of Vero Beach as soon as the construction <br />improvements are complete". <br />ALTERNATIVES AND ANALYSES: <br />Individuals currently trying to develop in the South Beach area, <br />have to apply for a franchise from the County and then become <br />a part of the City's service area. <br />RECOMMENDATION: <br />Construction improvements have been completed on the South Beach <br />water project, therefore, staff recommends transferring the existing <br />water system to the City of Vero Beach at this time. <br />Director Pinto noted that this is an old subject being <br />brought up again - what to do with our system we own but do not <br />really operate on the beach. We have agreements with the City <br />that if we do not intend to serve that area with County water, <br />the system will be turned over to the City. It was staff's <br />belief and still is that we cannot economically serve South Beach <br />water at a cost of 7 million to service that amount of people. <br />The City of Vero presently is providing service on part of South <br />Beach, and it would be much easier and much more cost effective <br />for them to expand their system to service the rest of South <br />Beach.
