The Certificate <br />of Conformance is the highest form of recognition in governmental accounting and <br />financial reporting, and its attainment represents a significant accomplishment <br />by a government or public employee retirement system (PERS) and its management. <br />When a Certificate of Conformance is awarded to a government or PERS an Award of <br />Financial Reporting Achievement is also presented to the individual(s) designated <br />by the government or PERS as primarily responsible for its having earned the <br />certificate. Enclosed is an Award of Financial Reporting Achievement for <br />Edwin M. Fry, Jr., Finance Director. <br />The Certificate of Conformance will be mailed to you under separate cover. <br />We hope that you will arrange for a formal presentation of the Certificate and <br />Award of Financial Reporting Achievement, and that appropriate publicity will <br />be given to this notable achievement. A sample news release is enclosed. We <br />suggest that you provide copies of it to the local newspapers and radio and <br />television stations. <br />We hope that this example will encourage other government officials in their <br />efforts to achieve and maintain an appropriate standard of excellence in <br />financial reporting. Bean <br />Assistant Director/Governmental Accounting Program <br />Finance Director Ed Fry explained that he had wanted to make <br />the Board formally aware that we had received the above award. <br />He did feel it represents a milestone in the County's record <br />keeping, and believed that we are the smallest county in Florida <br />that has received this certificate; in fact, only twelve counties <br />in Florida have the certificate. <br />Chairman Scurlock felt the Finance Department has done an <br />outstanding job, and believed it is important to note that a <br />26 <br />
