One <br />slide showed many power lines going to various structures from <br />one pole. <br />Planning Director Keating reported that the most common <br />violations were inadequate setbacks, more than one structure on a <br />lot, and they also found drainpipes discharging right into the <br />canal. Most of the additions were constructed without permits. <br />Generally it is staff's position that no permits can be issued <br />administratively by them due to our regulations. Mr. Keating <br />stated that he has a draft of a letter they would like to be <br />authorized to send out, informing the residents of the community <br />that this area is under study and no more permits will be issued <br />until the whole situation has been resolved. <br />Chairman Scurlock did not know how to accomplish this, but <br />his personal feeling wasthat we have existing situations that <br />should be grandfathered in since this community has developed <br />over many years and cannot be corrected with just a bulldozer. <br />He noted that we, of course, do not want to allow any hazardous <br />situations to remain, but he hoped we could find some legal way <br />for these structures to remain, correct any safety and health <br />hazards, and then come up with an approach for the future where <br />any additional units will comply with the law of the land. The <br />Chairman emphasized that a solution to the wastewater problem is <br />an absolute necessity, and he believed we will have to establish <br />a plant and levy on the residents as we have done in other areas. <br />Administrator Wright stressed that it has never been staff's <br />intent to go out there and bulldoze out what is there, but there <br />is a problem and they are coming to the Board for direction. <br />Attorney Brandenburg noted that he had passed out some <br />information from our consultants who propose to write a code for <br />the Blue Cypress.
