Burkeen, Assistant Chiefpij <br />' <br />Fire Rescue Division <br />DATE: August 18, 2015 <br />SUBJECT: <br />Approval of Renewal of a Class "E" Certificate of Public Convenience <br />and Necessity for The ARC of Indian River County, Inc. to Provide <br />Wheelchair Services. <br />On September 17, 2013, the Indian River County Board of County Commissioners approved renewal <br />of a Class "E" Certificate of Public Convenience and Necessity for The ARC of Indian River County <br />Inc., to provide Wheelchair transportation originating within Indian River County. This certificate <br />was necessary in order to comply with Indian River Code of Laws and Ordinances as specified in <br />Chapter 304. The certificate was approved and renewed for a period of two (2) years. <br />The Indian River County Code provides for routine renewal of the EMS Certificate of Public <br />Convenience and Necessity on an application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it. Staff submits that there is no reason to hold a public hearing and absent that <br />requirement, the Board is requested to renew the certificate. <br />An application for the renewal of the Class "E" certificate has been submitted by The ARC of Indian <br />River County Inc. Staff has reviewed the application and no reasons are known or perceived that <br />would require a public hearing pursuant to the established ordinance. <br />FUNDING: <br />There are no funding requirements for this item. <br />RECOMMENDATION: <br />Staff respectfully recommends that the Board of County Commissionersapprove renewal of the <br />Class "E" Certificate of Public Convenience and Necessity for The ARC of Indian River County <br />Inc., to be effective for a period of two (2) years commencing October 5, 2015, and expiring October <br />5, 2017. <br />135 <br />
