September 12, 2015 <br />To: Fred Mensing <br />From: Rusty Roberts <br />Below is the information you requested relating to AAF stations, Quiet Zones, and AAF <br />operations as compared to other regions. <br />All Aboard Florida Stations <br />Platform requirements: 900-1000 Feet <br />Acreage requirements: Flexible, determined by location, anticipated scope and frequency of <br />service. Treasure Coast or Brevard stations would be smaller in scale than what is anticipated in <br />Palm Beach and Broward Counties. <br />Station development would not necessarily require transit oriented development. However, there <br />may be private development interest from outside parties. Any additional development would be <br />subject to local zoning and land use restrictions. Note: AAF's West Palm Beach station will <br />encompass approximately three acres, including additional transit oriented development. Fort <br />Lauderdale equals 6 acres, Miami, 11 acres. <br />In determining feasibility of a station, AAF would look at ridership potential vs operational cost <br />of anticipated service to be provided. Other factors may include proximity to residential <br />neighborhoods, employment centers, access to major highways and other transportation systems, <br />available land adjacent to right of way, private development interest from others, growth <br />potential. AAF would undertake and fully fund a ridership and market study. <br />Note: AAF issued a public statement regarding the process for consideration of an expansion <br />station in February 2015. Public officials throughout the Treasure Coast were provided copies of <br />our statement. <br />Quiet Zones: <br />Statement by AAF President Mike Reininger, published September 4, 2015 in the Treasure Coast <br />Newspapers: All Aboard Florida remains committed to working with each community along the <br />rail corridor to advance public safety, decrease noise and interruption and find ways to improve <br />the realities associated with the integration of the railroad and the adjacent communities that <br />have grown up together over the past century. <br />The safety standards we are implementing in the Treasure Coast exceed those in the counties to <br />the south, the expense to secure quiet zones should be even smaller than experienced elsewhere. <br />Successfully achieving the same results is an issue of cooperation, not cost. <br />AAF hopes to achieve a level of cooperation in Indian River County that was effectively used in <br />southern counties to achieve quiet zones at very little public cost. <br />AAF will soon complete 90% designs plans for Indian River County which will be delivered to <br />county and city engineering staffs for review and comment. This process begins a dialogue that <br />will result in final designs and full comprehension of additional work required (if any) to fully <br />qualify for quiet zones throughout the county. <br />Realization of quiet zones will not require additional engineering and design work by county and <br />city governments. AAF will complete all design and construction and, upon agreement with the <br />locality, will pre -fund any local costs should they be required. However, under FRA regulations, <br />actual applications for quiet zones must come from the local municipality. AAF will assist local <br />
