12:46 E. <br />p.m. <br />amend Meal. <br />Chairman Davis suggested delaying a vote on this matter until <br />County staff fulfills their obligations. <br />Director Mora stated that staff would be happy to complete the <br />work that was planned by the contractor, and to hold the S10,000 <br />offer in abeyance until the Winkcls have a chance to see the <br />improvements. <br />MOTION WAS 1\'IADE by Vice Chairman Solari. SECONDED by <br />Chairman Davis, to: (1) reject Linda and Tom \Vinkel's counter <br />offer; and (2) hold the County's previous offer extended on January <br />6, 2015 in abeyance until thirty days past the date that the Winkels <br />get notice that the County has completed the obligations set forth in <br />the 2010 Agreement with the \Vinkels, and the 2014 Amendment to <br />the Agreement. <br />Discussion followed between Board and staff about what remained <br />to he done for the \Vinkels, and the necessity to cap any future <br />monetary offers (other than the 510,000) by the County. <br />Commissioner Fleschcr recalled his opposition to the Motion made <br />on January 6, 2015, and declared his opposition to the proposed <br />Motion. <br />The Chairman CALLED TI -IT. QUESTION and by a 4-1 vote <br />(Commissioner Flescher opposed), the Motion carried. <br />Approval of Resolutions Establishing Fair Market Rental Rates and <br />Utility Rates for Housing Choice Voucher Program <br />(memorandum dated February 4, 201 5) <br />Deputy County Attorney 13i11 Del3raal reported that he is the Fair <br />Housing Coordinator, and that Robin Miller is the Housing <br />Program Manager. He provided background on the Fair Housing <br />Program and the Housing Choice Voucher Program (HCV), and <br />explained that each year, the annual rental rates and utility rates <br />established by the United States Department of Housing and Urban <br />Development (FWD) must be' approved by the County. Attorney <br />DeBraal thereafter requested that the Board approve the fair <br />market values for Fiscal fears 2012, 2013, 2014, and 2015 through <br />adoption of the four proposed Resolutions, and the utility rate for <br />the same period, through adoption of the single proposed <br />Resolution. <br />(Cleric's !Vote: Onlr one Resolution is required for the Huliti' rate since <br />those rates have not changed .%igll!fiCRlltly rn the past four rears). <br />281-295 <br />Board of County Commission Minutes Page 15 <br />February 10, 2015 <br />59 <br />
